Measurements of high energy electron fluxes at the minimum B-equator carried out from onboard the Intercosmos-17 satellite are reported. The measurements show electron energy fluxes of between 100 and 300 MeV. The electron production spectra are calculated assuming the interaction of high energy protons of the inner radiation belt with the residual atmosphere. The mechanism is used to explain the enhanced flux of high energy electrons recorded in the Brazil magnetic anomaly.
