An excitation mechanism for interstellar masers associated with H II regions is presented, based upon the interaction between ultraviolet photons and interstellar molecules. By using this mechanism, the unified interpretation of both interstellar OH and H2O masers can be argued, astronomical conditions can be satisfied, the difficulties of some models can be surmounted.
