The evolution of the system of Lalpha_ forest clouds is examined under the supposition that a determining factor is the merging of clouds in inelastic collisions, and that the clouds thus formed become galaxies when their mass reaches a certain critical value. A simple model of spherical homogeneous (in density) clouds is used. The mass distribution n_c_(m, t) (mass spectrum) of the clouds as a function of time is obtained through numerical solution of the Smolukhovskii equation. This distribution proves to be asymptotically self-similar, independent of the initial conditions (for t = t_0_ > 0), i.e., n_c_(m, t_1_) is proportional to n_c_(m,t_2_) if t_1_, t_2_ > t_0_. The total number of clouds along the line of sight varies with redshift as n_tot_ is proportional to (1+z)gamma^, where γ ~ 2 (for z >~ 1). This value of γ corresponds to that observed. Thus, we conclude that dwarf galaxies can form in the process of evolution of the system of Lalpha_ forest clouds. Some questions regarding the structure of the clouds and their interactions are briefly discussed.
