The motion of a planet composed of a liquid core and a rigid mantle is studied. It is supposed that the influence of an interaction between the mantle and the core on rotational motion is equivalent to the action of specific nonconservative torque on a frozen planet. The Bogoliubov-Mitropolskye method has been applied to obtain equations describing the secular changes in the obliquity and the rotational speed. The stability of steady motions was investigated.
