The evolution of a weakly inhomogeneous universe is considered within the framework of the theory of gravitation with higher derivatives. It is shown that, for a broad class of initial conditions, the period of inflationary expansion of the background isotropic model is realized as a quasi-de Sitter intermediate asymptotic regime. The problem of the evolution of scalar perturbations of the metric is solved, and for pure R2 gravitation the results are obtained in an analytical form. Numerical integration of the equations reveals that the qualitative behavior of the perturbations does not change in models with a conformal anomaly in which the polarization terms are taken into account.
