Consideration is given to charged particle motion near magnetic lines of force along which the electric field is different from zero. Equations are derived for the acceleration of charged particles by the electric field in the nonadiabatic region along the singular line of force, and by a betatron process in the drift region in terms of the individual-particle approximation. The energy distribution of the accelerated particles is then determined under the condition of flux conservation in phase space, resulting in a set of exponential energy spectra determined by particle charge, electric field strength and the inhomogeneity scale of the magnetic field.
