The spectrum of magnetohydrodynamic (MHD) turbulence calculated in a previous paper is applied to the problem of confining cosmic rays to the Galaxy. It is found that cosmic rays with energies between approximately 500 and 400 million GeV may be confined by the turbulence with predicted anisotropies in reasonable accord with observations. The effect of the structure of the interstellar medium is discussed
