The kinetic equations with a BGK collision integral are used to derive analytic formulas for the differential and total cross sections in a plasma with negative ions. An investigation is made of the effect of the negative ions on the spectrum and total power of incoherently scattered radio signals at meter and decimeter wavelengths. It is shown that it is possible to determine the plasma parameters from measurements of scattering characteristics at spaced frequencies of ionospheric sounding.
