Relativistic jets in AGN may be surrounded by a more slowly moving wind near to the central engine. Theoretical analysis and numerical simulations reveal considerable stabilization of the flow to perturbations if the wind speed is a significant fraction of the jet speed. Growth of asymmetric perturbations and structures arising therefrom is a function of (vj - v_w)/(γ M_j) where γ is the Lorentz factor and Mj = v_j/aj is the internal Mach number of the flow. Thus, velocity shear stabilization is separate from stabilization provided by high Lorentz factor or high Mach number.
