A discussion of the intergalactic medium's assumed content of fully ionized plasmas notes the necessity of distinguishing between medium and low density plasmas before undertaking any analysis. Interplanetary space may be either a low density region or an intermediate case, with the consequence that the existence of electric fields parallel to the magnetic lines in the interplanetary space where the magnetic field is inhomogeneous cannot be excluded. It is shown that the acceleration of high energy particles in the intergalactic medium is possible.
