The accuracy of the Plummer rule (1916) for the minor planet eccentricity values is examined, and diversions from the predicted values are noted. It is shown that the rule is actually the Rayleigh distribution. An extension of the total number of values, 810 in Plummer's day, to the 2176 minor planets currently identified is made. Additionally, a distribution of eccentricities as a function of the minor planet group size is constructed. The rule is found to accurately characterize some of the main features of the eccentricity distribution of minor planet orbits, independent of the physical size of the planet. Deviations from the rule's predictions were found in terms of the Kirkwood Gaps, for eccentricity values greater than 0.45, and in the presence of maximum and minimum values in the overall distribution at distances away from 2.9 AU from the sun.
