A newly developed interval time counter is introduced in this paper. Adopting the slope generator circuit, the high speed sampling and keeping circuit, the A/D converting circuit and the IC delay balance circuit, the counter with 5 MHz frequency can reach higher precision and resolving power in the measurements. The experiment result and the qualitative analyses on errors are presented in this paper too. Additionally, the counter can also be used to the accurate measuring for frequency.
