The relationship between the matter and electromagnetic parts of the energy-momentum tensor is investigated in the context of gauge covariant theories of gravitation. It is shown how the assumption that Maxwell's source-free equations are satisfied in atomic units leads to a unique determination of the total energy-momentum tensor and therefore makes the formalism complete. This is done without specifying a particular gauging condition. Cosmological implications of the formalism are briefly discussed.
