We assess what recent observations of the decay in quiescent luminosity of KS 1731-260 and MXB 1659-29 tell us about the nature of the neutron star crust and core. Our models of the heating and cooling in the neutron star crust incorporate new calculations of electron capture rates in the outer crust and cover a range of neutron star masses and radii. The electron capture calculations follow a realistic distribution of nuclei synthesized in X-ray bursts and superbursts, and have a substantially greater heat release than previous estimates. We also discuss how this heating affects the ignition of X-ray bursts and superbursts.
