We examine whether starburst galaxies, powered by massive X-ray binary emission, can be the main source of the X-ray background (XRB). All available constraints are used, namely the observed XRB spectrum, the X-ray counts, the energetic constraints, and more specifically the angular correlations, the amplitude of which is becoming accessible to new detectors. Anisotropy constraints should soon provide useful new information about the contribution to the XRB and the clustering of any given population of X-ray emitters. We have modeled the clustering of star-forming galaxies and predicted the fluctuations they would induce in the XRB if they were its dominant component. Star-forming galaxies, whose luminosity would be dominated by massive X-ray binaries, may fit the XRB in the energy range 1-10 keV, as long as they originate from high redshifts and are weakly clustered.
