A theory of formation of spectra of bursters is proposed. In the burster atmosphere the different radiation regimes as function of luminosity relative to Eddington limit are analysed. The analytical formulas for radiation spectra of a burster which agree well with numerical computational results are obtained. A formula for the estimation of color temperature is given. The analytical expressions of the temperature depth distribution for various levels of luminosity are presented.
