We present an overview of the Cosmic Hot Interstellar Plasma Spectrometer (CHIPS), a NASA-sponsored University-Class Explorer mission currently in Phase B development. CHIPS will perform an all-sky spectral survey of diffuse emission in the energetically important but comparatively unexplored extreme ultraviolet / soft x-ray band between about 90 and 260 Angstroms. The peak spectral resolution is about 1 Angstrom. This poster will present the overall mission plan, the instrument design, and important performance parameters. This last topic will include not only the expected spectral resolution, grasp and background levels but the methods for characterizing the backgrounds and systematic effects therein.
