A computer analysis of a large body of oblique backscatter sounding data has been carried out to investigate the characteristics of the signal envelope. The dependence of the spectral power density of the signal fluctuations on the nature of the scattering surface and its distance was studied. The series parallel model, characterized by a logarithmically normal distribution law, was found to provide a satisfactory description of the envelope. The energy spectra of envelope fluctuations was found to vary according to the distance and type of scattering surface. The energy contribution of the high frequency component increased with increasing distance and was greater when the scattering surface was sea than land.
