The cosmic ray charge spectra have been found to be energy dependent for values of gamma in the range from 3 to 30, corresponding to variations of the average amount of matter traversed. It is expected that, at higher energies, the observed spectra will approach the true source spectra for each primary charge because of the shorter propagation lifetimes involved. The Bugs 4 detector has been designed for the measurement of the charge spectrum as a function of measured values of gamma, taking into account the range from 1.4 to 1000, and species between oxygen and the iron group. The detector consists of two concentric aluminum spheres, and four regions are defined. The top and bottom regions are Cerenkov counters, each viewed by 16 photomultiplier tubes. Attention is given to details regarding the design and the operation of the detector, and the expected performance.
