In the Bright Universe Cosmology (BUC), the universe is viewed from the 'outside' as a black hole. BUC avoids the singularities of big bang cosmologies; gives a good account of the redshifts, the cosmic background radiation, and the number counts; and provides a satisfactory explanation of the large-numbers coincidence, and of the time variation of fundamental constants. It is envisaged that once the stationary state universe is attained, fluctuations of matter density occur, so that the concentrations of mass may lead to the formation of a primordial black hole, followed by a new evolutionary universe. The model presented may be further elaborated by considering a rotating universe.
