The angle-dependent frequency redistribution of X-rays due to scattering by a thermal electron population has been calculated. Analytic expressions are given, including recoil and Doppler effects, correct to within terms of order omega/m and p-squared/m-squared in both the phase space factor and the matrix element. Unlike previously derived expressions of this type, the redistribution given here satisfies detailed balance, which ensures that it gives the correct thermal equilibrium photon spectrum.
