In order to describe the transport of maser radiation, a semiclassical model of maser saturation in many-level systems is presented in which many masers propagate simultaneously. The model includes the full coupling between the kinetic model for the maser inversion pump and the saturating effects of maser radiation. The generalized steady-state Bloch equations are solved to yield a formula for level populations. The theory is used to perform calculations relevant to star-forming regions for OH masers with a model involving 36 hyperfine levels. It is found that more than 20 masers may propagate simultaneously, although very few are predicted to achieve sufficient intensity to be observable.
