Scientific paper

Various methods of UT determination are considered along with their use in international organizations. The systematic accuracy of UT determinations using VLBI observations, laser ranging, and optical methods is evaluated. The existence of fluctuations in the earth's rotation rate over periods of a few tens of days with amplitudes of about 2 ms is pointed out.
