The RR Lyrae absolute magnitude scale is discussed and evidence from the different methods of evaluating it is assembled. There is good agreement between the different methods that, at intermediate metallicities [Fe/H = -1.0], >MV< = 0.64±0.1, however, there is considerable disagreement about the slope of the absolute magnitude-metallicity relation. Depending on the true value of this slope the range of RR Lyraes absolute magnitudes may be as much as 0.7 mag. Arguments are presented to show that, in the infrared, the effects of metallicity on the absolute magnitude are considerably reduced and that, at these wavelengths, RR Lyraes should obey a simple period-luminosity relation. New H-band photometry of 70 RR Lyraes in Plaut's Field 3 Low (l = 0, b = -12) is presented. Using these data, plus the new period-luminosity relation the authors find R0 = 8.0 kpc with a total uncertainty of ±0.65 kpc. Because this distance was obtained using infrared data it is virtually independent of errors in the interstellar absorption.
