Balloons launched during the SBARMO-79 balloon campaign covered an extended area between Northern Scandinavia and Iceland when a sequence of substorm activity occurred. The development of the activity was traced simultaneously at different meridians, using balloon X-ray and electric field measurements with ground based magnetic and riometer recordings and GEOS 2 observations. It is shown that the southward movement of the electron precipitation region before the onset of the substorm agrees with the E x B drift in the observed electric field. This precipitation is limited to the west of the breakup area. Observations around the onset of the substorm are discussed in terms of auroral fading.
