MEASUREMENTS of the low-resolution, low-frequency, radio spectra in the direction of the galactic poles show a significant difference between the two hemispheres. Spectra for the north and south galactic poles are shown in Fig. 1, based on refs. 1-19, and the vertical scales have been displaced to assist comparison. The brightness S as a function of frequency ν between 10 and 150 MHz is well described by where the spectral index α has the values α ~= 0.4 for the north galactic halo, and α ~= 0.6 for the south galactic halo.
