We wish to identify quasars that are suitable for position reference of water vapour masers in LMC and SMC. Using these quasars, we will perform VLBI astrometry with the LBA and VSOP-2 for the masers to measure their 3D motions. The maser motions should be composed of annual parallaxes, secular motions due to galactic rotations and internal motions of the star-forming regions hosting the masers. The maser sources and their hosting HII regions exhibiting radio continuum emission are also good sites for studying massive star formation in metal-poor environments such as those in LMC and SMC. They should be observed with ALMA in the phase-referencing mode using the reference quasars idenfied by our project. 92 target sources are selected mainly from the Parkes--MIT--NRAO Radio Survey (PMN) source catalog and planed to be observed at 22.2 GHz and 43.1 GHz. Through the proposed snapshot surveys, radio properties of the surveyed sources are also investigated for planning future quasar surveys, which should lead to constructing a tight and accurate celestial reference frame in the southern hemisphere at higher frequency bands.
