I will review observations of galaxy-scale outflows in local starburst galaxies, with an emphasis on their implications for the evolution of galaxies and the inter-galactic medium. I will concentrate primarily on optical, UV, and X-ray data. These data imply that starbursts are ejecting metal-rich gas at a rate that is comparable to the star-formation rate and at a velocity that is well above (comparable to) the escape velocity from dwarf (L_{*}) galaxies. These outflows may be crucial to the chemical evolution of galaxies and to the metal-enrichment and heating of the inter-galactic medium. I will briefly describe the evidence for similar outflows in star-forming galaxies at high-redshift.
