The supergalactic distribution of the nearest galaxies is investigated to determine whether the Local Group is inside or outside the vast cloud of galaxies centered in Virgo. In order to perform unbiased tests, four samples of galaxies nearer than 10 Mpc are analyzed statistically to calculate supergalactic concentration indices and the probability that the observed distribution could be a random clumping accident. These samples include members of the Local Group, the largest and brightest nearby galaxies, low-velocity galaxies, and low-luminosity DDO dwarfs. It is concluded that (1) the Local Supercluster is not merely an appearance due to the chance proximity of the Local Group to a large Virgo-type cluster, but is a disk-like physical and dynamic system, (2) the flat supergalactic disk is dominant at and beyond the distance of the Local Group out to the supergalactic center in Virgo, and (3) the Local Group and nearer groups are merely condensations within a flat tilted 'Local Cloud' of galaxies situated within the confines of the Local Supercluster.
