This conference/workshop is the second in the biannual SNU series, and the fourth international
conference in China to focus on the new data being returned from space and ground-based far-infrared (FIR) and
submillimeter (submm) telescopes. The continued emphasis on the FIR-submm highlights the critical role this wavelength region will
play in achieving an understanding of the gas and dust distribution in galaxies, and thus how
star formation and the fueling of AGN drive galaxy evolution throughout cosmic time. The meeting format is briefly
summarized, followed by a discussion of six major questions that were raised throughout the meeting. The answers
to these questions will continue to represent central themes in future FIR-submm extragalactic research.
