This is a first paper in a series discussing the properties of double and multiple nucleus galaxies. Such systems comprise a surprisingly large fraction of galaxies with ultraviolet excess and have not been studied in detail before. In this paper, spectra, optical and radio images are shown as well as broad band infrared photometry of the two nuclei of Mkn 788. The linear separation in this case, of about 8 kpc, indicates either a double nucleus or an interaction between two systems. Spectral analysis shows that the two are similar in some properties to giant extragalactic nuclear H II regions (so called 'starburst nuclei') but contain also a large population of late type stars. From the IRAS and radio continuum fluxes, the total number of OB-stars and the rate of uniform star formation are calculated. The emission line luminosity in both is very high and the metal abundance close to solar. The extinction and strength of the O II 3727 A forbidden line make Mkn 788A an extreme object in this class. There is no means of deciding which one of the two is the dynamical center of Mkn 788.
