The study of near threshold meson production in pp and pd collisions involving polarized beams and polarized targets offers the rare opportunity to gain a better understanding of short range features of the nucleon-nucleon interaction. COSY presents itself as a unique environment to perform such studies above the pion threshold, once an appropriate detector system for the internal beam becomes available. The measurements of polarization observables of interest require a cylindrically symmetric large acceptance detector and because of the high momenta involved also magnetic separation. The magnetic spectrometer would consist of a superconducting toroid, providing fields around 3 T. A storage cell fed by a polarized atomic beam source will be used as a target. .
