A radio relay link for the Cassini mission, featuring high accuracy Doppler measurements, very fast RF carriers and angular acquisition, wide range of tracking angle for orbiter antenna, large selection capability of different bit rates and/or format, and acceptable ultra stable oscillator source to provide accurate and repetitive Doppler shift measurements is proposed. System analyses; design configuration; system and equipment tradeoffs; budgets; accuracy of system performance; equipment specifications and I/F definition; analog and digital design; antenna(s); and technology constraints are discussed.
