IRAS data are used to identify 530 sources, from an area of the sky covering 844 sq deg at the North Galactic Pole, 99 percent of which coincide with galaxies. Spectroscopic observations have been made of candidates for 183 IRAS sources. Redshifts are obtained for two overlapping, complete subsamples totalling 303 galaxies. It is found that a large portion of the IRAS catalog consists of common bright spiral galaxies whose median redshift is 0.030. Assuming that the density of IRAS sources is proportional to the overall density of galaxies, the IRAS catalog is an unbiased survey of cosmological structure on a scale of 2-300 Mpc.
