Ionospheric plasma structuring takes place in a continuum of scale sizes at high and low latitudes. In general, such structuring is found on the edges of large-scale (hundreds of km) gradients produced by a variety of plasma processes in the F-region of the ionosphere. Here we discuss the nature of the so-called intermediate (10 km to 100m) and transitional (100m to 10m) scales by studying the high resolution in-situ electron density measurements obtained from low-earth orbiting satellites. The spectral characteristics of these irregularities together with their dynamics and other supporting measurements not only provide the physical basis for their generation but they also provide estimates of amplitude and phase scintillation and their effects on communication and navigation systems. In particular, studies during the last solar maximum have shown considerable impact on GPS-based systems at high and low latitudes, with mid-latitude locations being significantly affected during magnetic storms. In this presentation, we provide both morphological and spectral information regarding the high and low sunspot behavior of these irregularities. The recent launch of C/NOFS has provided the opportunity to continue such measurements through this unusually low sunspot phase; these measurements will be contrasted with those obtained during solar maximum at equatorial latitudes.
