The paper proposes a model which associates the increase in the intensity of solar protons of small energy (of about 1 MeV) with strong solar flares which take place in strong active regions of the sun. A quantitative evaluation of these 'strong' active regions is attempted and the efficiency of proton generation is studied as a function of this 'strength'. Strong solar flares are often accompanied by shock waves propagating in the solar wind. These shock waves, together with plasma streams from the active regions, create inhomogeneities in the interplanetary magnetic field which change the conditions of proton propagation.
