An experiment in which a balloon flew over Honsyu Island confirmed that horizontal electric fields are created in the stratosphere over mountains. The antenna system used in the experiment is discussed along with details regarding the measurements. Electric fields in the range from 20 to 60 mV/m were observed at altitudes in the range from 16 to 24 km.
