It is suggested that detections of energetic heavy ions by spacecraft at large distances from Comet Halley may indicate the ionization and subsequent stochastic acceleration of a population of cometary neutral particles with streaming velocity much greater than 1 km/sec. The production of the fast neutrals might be due to photodissociation of the CO and CO2 molecules in the coma as well as the dissociative electron recombination of the CO(+) and CO2(+) ions in the cometary ionosphere. A simple model calculation of stochastic second-order Fermi acceleration also suggests that the production rate of the fast neutral component with velocity of the order of 7 to 10 km/sec should be 0.001 that of the total gas production during the VEGA encounter with Comet Halley.
