A method for computing the percentages of observation time of the celestial sphere from an orbiting telescope, including the dazzling constraints due to the Sun, the Moon, the Earth and the communication constraints with the ground station network was developed. The method replaces a deterministic time dependent problem by a statistical problem, the time being considered as a uniformly distributed random variable. Time-dependent variables are considered as random variables and their probability density functions are derived to calculate the probability of occurrence of events of interest. Results are similar to those of simulation methods, but require only a few minutes of run time on a VAX 780, regardless of mission duration.
