The stationary and nonstationary equations of cosmic ray propagation are solved depending on primary particle energy in an investigation of cosmic-ray variations in a wide range of energies (high-energy for nonstationary modulation and low-energy for stationary modulation). An analysis is then made of the effect of the sector structure of the interplanetary magnetic field on cosmic-ray anisotropy at the minimum of the 20th solar cycle. Also studied are time variations of the energy spectrum of Forbush effects for the initial phase of cosmic-ray intensity decrease according to data from neutron monitors for 1969-1971.
