A model for spiral density waves without radial group transport is proposed as a possible explanation for persistent global spiral patterns in galaxies without density-wave driving mechanisms. In the present analysis, the spiral structure is interpreted as a wave packet with vanishing group velocity. The additional constraint of a small winding-up rate favors two-armed patterns in most of the cases. The degeneracy with respect to sign of the wave number which occurs in the tight winding approximation avoids conflict with the antispiral theorem of Lynden-Bell and Ostriker (1967).
