A quantitative assessment of spectrum management problems is provided and available options to spectrum managers dealing with these problems are identified. Included is information on allocation, frequency assignments, system characteristics and an analysis of system usage. Present spectrum management techniques and associated problems are identified by considering the interaction of the various systems for the allocated services. All problems are deemed manageable and a recommendation is made concerning sharing between the Fixed and Meteorological-Satellite Services.
