Results are presented for spectrum analysis in the frequency domain of the fluctuations of cosmic rays extending to a primary rigidity of about 250 GV. The experimental power spectrum is compared with that expected on the basis of the theory of interplanetary scintillations, the Forbush effect, and the effects of central-meridian passages of solar recurrent active regions. The agreement confirms the influence of heliospheric phenomena up to 250 GV and the presence of nonlinear interactions between particles and interplanetary magnetic fields.
