It is shown that the absence of a low-frequency turnover in the spectra of PSR 0531 + 21 and 1937 + 21 can be explained if it is assumed that the radio emission is generated near the light cylinder in these PSR. Differences in two other characteristic features of a PSR spectrum, the high-frequency cutoff and the slope of the linear section, for PSR with short and long periods are discussed.
