High quality astronomy courses at the undergraduate level provide an important opportunity for recruiting graduate students in astronomy. In an effort to increase the number of under-represented minorities in graduate programs in Astronomy and Space Science, the Center of Excellence in Information Systems Engineering and Management at Tennessee State University is developing one of the first Astronomy courses designed for delivery over streaming video. This course is designed to target students at Historically Black Colleges and Universities, Other Minority Institutions, and Tribal Colleges that may not offer an astronomy course. The course will be offered over the web and potentially has a global audience. The national science standards and benchmarks were used to determine the content of the course. Therefore, not only will the course be useful to undergraduates interested in pursuing graduate study in astronomy, but it will be useful to the next generation of teachers. The course will include a research component to introduce students to the excitement of research and to facilitate communication between the instructor and the student. We present a content outline based on national standards along with our interface designed to deliver the streaming video content: COSMOS, COurse Systems Management Operating System. We also present the Exploring Minds programs designed to facilitate student centered learning and student research over the web. These products have been developed at Tennessee State University.
