A study of spatial and time characteristics of the flare activity level has been made by different methods for solar cycles 20 - 21. Regions of periodicity close to 152 days migrate from high heliolatitudes to lower heliolatitudes. Fine structure of the signal of 152 days periodicity at the phase diagram is rather complex and consists of a number of maxima, a few of which are preserved for several years.
