Sounding rocket and ballooning activity of the Institute of Space and Astronautical Science (ISAS) in the year 1999 and 2000 are summarized associated with ongoing satellite launching programs. Six sounding rockets and fourteen balloons were launched by ISAS, and several internationally collaborated balloon experiments were conducted at various ballooning sites including Antarctica. Several new scientific findings were obtained through these activities making use of the flight opportunities by ISAS.
