Results of Venera 11 and 12 measurements of the energy spectra of energetic solar protons and electrons in the interplanetary medium between 1.0 and 0.7 AU are reported. Measurements of the energy distributions of 0.05- to 2.3-MeV electrons and 0.8- to 230-MeV protons were performed by a multidetector system. Quiet-time electron spectra are presented which indicate that the sun is a source of background electrons with energies greater than 50 keV, and that the magnitudes of streams of electrons with energies between 0.2 and 2.0 MeV vary with solar activity. Spectra of the particle bursts of October 8 and 9, 1978 from the same solar region, the intense burst of September 23, 1978 and hard electron bursts are examined in detail and it is noted that the observed electron clusters could excite plasma oscillations.
