Scientific issues pertinent to the possibility of terraforming planets are discussed. Consideration is given to gravity levels, energy sources, atmospheric physics, surface chemistry, and planetary biology. It is suggested that the use of a coordinated program of earth observation and remote sensing should be conducted to develop the foundations for terraforming.
