The VEGA plasma wave measurements near Halley were processed by a procedure eliminating the nitrogen gas and dust interference from the spectrum measurements, and by a spectral analysis of the wave form data in the frequency range 1 to 10 Hz for E and P components. Features concerning the plasma waves related to the secondary wave and M1-boundary are found. Both spacecraft detect at the outer edge of the secondary wave a rapid increase of wave amplitudes at 1 to 10 Hz, as at a shock front. At the M1-boundary a broad minimum of wave activity is observed. On both sides of M1 there are 2 regions of enhanced turbulence at frequencies 0.1 to 1 kHz. The wave phenomena related to M1 are different at frequencies 1 to 10 Hz during two VEGA fly-by's. A comparison between VEGA and ICE wave observations shows that the amplitudes at Halley are an order of magnitude less than the peak values detected at Giacobini-Zinner in analogous regions and frequency ranges.
